This isn't true because steamworks itself isn't drm and doesnt enforce that. This is similar to the misconception that all games tha have steamworks must require steam to run. not a systemic thing that forces all workshop content to be available only if steam is online. Now a game might be coded in such a way that it requires the game to be online to query the workshop to do things.

Because that's obviously untrue as workshop content works totally fine in Stellaris in offline mode. There is nothing inherent in steam that 'makes workshop not work in offline mode'.
